But I would recommend having a rough plan on what island you want to experience as the most common way to travel between islands is via plane or boat and a little bit of organisational skills is required. The main airports to fly into include:

The best time to visit The Philippines

Dry Season: November to April (best for beaches and outdoor activities). Wet Season: May to October (typhoon season, but fewer crowds and lower prices).

I visited in December and found this a wonderful time to visit, we did have a couple of afternoons of rain but it was perfect weather besides those moments!
